Why use 3 mL of filler in total instead of treating each area separately?

Because a face is about the balance of the whole, not about individual parts.
If you fill only the lips, only the nasolabial folds (smile lines), only the front of the cheeks or only the hollows at the sides of the cheeks, that one area may look good in a close-up. But a face is about harmony, not close-ups. What matters is bringing back balance across the whole face, so that its lines come to life.
If the goal is to bring out your face by reinforcing the support it lacks, rather than to make it bigger, 3 mL is enough for most people.
